Kyrgyzstan The Kyrgyz Republic has a presidential system of government, adopted in 2021. The current President was elected through elections considered by international observers to be generally free and fair. The Ministry of Internal Affairs, which reports to the President, is responsible for domestic law enforcement and investigates most crimes. The State Committee for National Security investigates certain crimes such as terrorism and corruption and the Prosecutor General’s Office prosecutes all crimes. Civilian authorities at times did not maintain effective control over the security forces. There were credible reports that members of the security forces committed some abuses. While the government took steps to investigate and prosecute or punish officials known to have committed human rights abuses, official impunity remained a problem.The overall score indicates that there are substantial risks of potential human rights violations in this country.
